Douglas County Commissioners approved the location for inclusion in their updated Master Plan in 2024, for the location at the Douglas County Fairgrounds. The Heroes Hall building will be event space and a conference center in a 14,000-square-foot building and 7,000-square-foot basement.

Planned features for building include office spaces for the Douglas County Veterans Service Office, the Douglas County Veterans Monument Foundation, The American Legion, and Veterans of Foreign Wars, as well as common spaces, class rooms, reception areas, and an outdoor patio.
